Building a Career Through HCST: Avery’s Path to Laborer of the Year

We’re proud to announce that Avery, a proud April 2024 graduate of the Highway Construction Skills Training (HCST) program, was honored at the Wisconsin Tribal Transportation Conference with the prestigious 2025 Tribal Excellence Award: Laborer of the Year. This recognition is a powerful affirmation of Avery’s work ethic, discipline, and long-term vision for his future in the construction and transportation industry.

From the very first day of the six-week training program, Avery demonstrated an unwavering commitment to excellence. He never missed a class, was never late, and pushed himself daily to compete for the coveted #1 ranking within his cohort. His consistency, focus, and professionalism established a standard that inspired those around him.

His instructor, Ranard, noted that it was not just Avery’s technical ability that made him stand out, but his mindset. He approached every lesson with purpose, understanding that the HCST program was more than a one-and-done training opportunity. It was the foundation for a lifelong career.

How the HCST Program Prepared Avery for Success

Before the HCST training had even concluded, Avery’s dedication started opening doors. Recognizing his potential, Northeast Asphalt offered him an entry-level flagger position ahead of the 2024 construction season. This early opportunity reflected both Avery’s readiness and the industry-respected training provided by HCST.

However, Avery wasn’t satisfied with simply landing a job. From day one in the field, he focused on building meaningful relationships with highway foremen and supervisors, learning both the tasks at hand and the expectations and culture of the industry. His ultimate goal was clear: to earn an apprenticeship with the Operating Engineers Local 139.

By the end of his very first season, Avery’s hard work paid off. He was promoted to Laborer-C card holder and officially joined the Operators Union, a milestone many take years to reach. His progress illustrated the power of combining HCST’s structured training with personal drive and accountability.

A Rapid Rise in the Construction Industry

Fast forward just one more season, and Avery’s trajectory continues to impress. In a remarkably short period of time, he earned his Class A CDL License and expanded his skill set with hands-on experience operating cold rollers, pavers, tack trucks, and performing essential labor tasks with shovels and rakes. Each new skill reinforced his versatility and value on the jobsite.

Avery’s journey is a masterclass in growth, goal-setting, and perseverance. He consistently sought opportunities to learn, welcomed feedback, and embraced responsibility—qualities that distinguish a dependable worker from a future leader.

Today, Avery’s recognition as Laborer of the Year stands as a testament to what is possible when preparation meets opportunity. His success reflects not only his personal determination, but also the strength of the HCST program and its commitment to equipping participants with the skills, discipline, and confidence needed to thrive in demanding industries.
