When Loles connected with the Workforce Innovation and Opportunity Act (WIOA) program in Outagamie County, she was ready to take charge of her future. Her family had been living day by day, and she knew it was time for change.
“My family lives more or less day by day. This program will allow me more freedom. I am an optimist, so I was excited to grow and be in the driver’s seat to change my outcome.”
That optimism became the foundation for a life-changing journey—one that would empower her to pursue education, overcome language barriers, and lay the groundwork for her dream career.
Finding Support Through WIOA and the Road to Success Program
With little to no income, Loles needed help to further her education. WIOA provided financial assistance so she could join the Road to Success training program, an initiative led by Child Care Resource & Referral and contracted through the Fox Valley Workforce Development Board (FVWDB).

Through the WIOA program, Loles received assistance with her laptop purchase, mortgage, utilities, and internet costs. She also gained access to a supportive network of childcare professionals and community resources—help that made it possible to stay focused and complete her training.
Building Knowledge and Confidence
Loles enrolled in the Road to Success program, participating in both virtual and in-person sessions. English is her second language, and learning new material in a secondary language was a challenge, but she persevered.
Her dedication paid off. She not only gained new knowledge and credentials but also discovered greater confidence and resilience. Her positive attitude shone through every step of her journey, just as it does in her volunteer work with her ministry, where she continues to serve others selflessly.
A Dream for the Future: Opening a Bilingual Childcare Center
Loles’s vision reaches far beyond her own success. She dreams of opening a childcare center for bilingual and cultural families in the Fox Valley area—a space where children can celebrate their heritage while embracing the diverse culture around them.
“This program has given me the knowledge and credentials to do so as well as a strong network of childcare resources in the Fox Valley Area.”
Through WIOA, she gained not only practical training but also the inspiration to create a lasting impact on her community. Her goal is to ensure that families like hers have access to supportive, inclusive childcare environments that honor their languages and cultures.
