From Upward Bound to the Senate Floor: John’s Week Inside Wisconsin’s Capitol

Back in February, our Upward Bound student John achieved something extraordinary—he was selected for the highly competitive Wisconsin Senate Scholar Program. Each year, only 33 academically exceptional high school juniors and seniors from across the state are chosen to participate in this intensive, week-long experience hosted by the Wisconsin State Senate.

For John, it was more than an honor—it was a front-row seat to democracy in action.

A Week Inside the Capitol

Held in Madison, the program gives students a hands-on look at how laws are created and how the legislative process truly works—far beyond what most people see in the news. Scholars attend Senate floor debates, committee hearings, and policy seminars led by legislators, lobbyists, reporters, and legislative staff.

Throughout the week, students dive deep into:

  • Drafting bills and amendments
  • Conducting policy and fiscal analysis
  • Managing constituent communications
  • Participating in mock legislative hearings

The experience culminates in a mock committee hearing where students testify, debate, and vote a bill out of committee—just like real lawmakers.

John’s Experience

When asked about his favorite part of the week, John shared:

“The majority of the program was talking to various types of people who work in the Capitol, both partisan and nonpartisan… We participated in our own mock committee hearing and legislative writings, as well as voting for these bills. My most memorable experience was going to the top of the Capitol and being a staffer for the Senate Floor Session. It was truly an eye-opening experience!”

John also reflected on how much happens behind the scenes in state government.

“I heard that the public only hears about 5% of what goes on in the Capitol. This program allowed me to really learn about the other 95% that isn’t seen by the public.”

Beyond the policy work and professional exposure, John says one of his most lasting memories was the people.

“Meeting the other amazing Senate Scholars truly made it a wonderful experience. I’m still talking to them to this day!”

The Power of Upward Bound

John is clear about one thing: this opportunity started with Upward Bound.

Upward Bound is designed to support first-generation and income-eligible students as they prepare for college. Through academic advising, tutoring, college visits, leadership development, and enrichment opportunities, students gain the tools, confidence, and exposure they need to succeed in higher education and beyond.

For first-generation college students especially, programs like Upward Bound help demystify the path to college. They provide mentorship, guidance through the admissions and financial aid processes, and experiences that expand students’ vision of what’s possible.

John’s story is a powerful reminder: when students are given access, support, and opportunity, they rise to the occasion and beyond!
