For Sam, building a happier and more secure future meant taking a chance on himself. With a dream of financial stability, a family and a better life, he knew education could help him get there—but he wasn’t sure how to afford it.
When Sam enrolled in the Welding program at Northeast Wisconsin Technical College (NWTC), he quickly realized that paying for tuition and textbooks would be a challenge. That’s when he connected with our Workforce Innovation and Opportunity Act (WIOA) program.
With support from WIOA, Sam was able to pursue the education he wanted without taking on student loans. More importantly, the experience helped him develop the confidence, skills, and outlook he needed to move forward.
Investing in Education—and Himself
Sam graduated from NWTC’s Welding program in May 2026, earning his technical diploma in Welding. WIOA assistance covered the cost of his classes, making it possible for him to focus on completing his education rather than worrying about how he would pay for it.
But the changes Sam experienced went far beyond the classroom.
“When I first came to WIOA, he was a very shy and introverted person,” says Kathy, Sam’s WIOA Career Services Specialist. “He would not look at you when you talked to him and answered questions with as little words as possible.”
Over time, Sam began to see changes in himself. He became more comfortable communicating with others, developed a more positive attitude and strengthened his employability and life skills.
He also began making different choices with his money and his time.
Before WIOA, Sam says he often overspent on food and video games and relied heavily on smoking to relieve stress. As he progressed through his education and received support from WIOA, he learned to prioritize the things that mattered most to him.
“I was able to put my money toward what’s more important in life,” Sam says. He eventually stopped spending money on smoking and quit, a change he credits in part to having less stress and a clearer focus on his future.
From Graduate to Full-Time Team Lead
Completing his education was a major milestone, but Sam wasn’t finished. He worked with WIOA to strengthen his professional skills, including developing a resume and practicing interviewing.
That preparation helped him take his next step: securing a full-time position as a team lead at Up North Gas Station.
“Sam is now working full-time as a team lead,” Kathy says. “He has a professional resume, completed interviewing skills and is ready to make a life for himself.”
For Sam, the accomplishment represents much more than a new job. It’s evidence that the hard work he put into changing his circumstances is paying off.
“I kept pushing and pushing to get better in life, and WIOA helped me a lot,” Sam says. “Now I have a full-time job, and I will continue striving for a better and more enjoyable lifestyle.”
A Future Filled With Possibilities
Sam’s journey demonstrates what can happen when education, determination and the right support come together. He entered WIOA uncertain about how he could afford college and hesitant to communicate with others. He left with a technical diploma, a full-time job, greater confidence, and a clearer vision for his future.
“He is now planning for his future!” Kathy says. “This is a young man I will never forget.”
Sam knows his journey isn’t over. He plans to continue learning, improving and staying connected with WIOA as he builds the life he has been working toward.
“It’s been a long road I’ve been traveling, and without WIOA, I wouldn’t be where I’m at today,” he says. “I know a lot more than I ever used to, and I’ll continue always learning new things every day by trying.”
